Job Overview: 

The Global Head of MEAL will join the OneSky Programs Team to support monitoring, evaluation, accountability, and learning (MEAL) within OneSky’s programs with the goal of increasing program effectiveness through data collection, management, reporting, and use. This role will help coordinate a variety of activities related to impact research and data measurement working collaboratively with OneSky Programs, Operations, and Development team members. 

The Head of MEAL will manage information and reporting processes to ensure professional, high-quality communication about OneSky’s programmatic activities and results. They will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization, as well as with internal and external stakeholders, developing a culture of consistent learning and refinement within the organization. The Head of MEAL will be responsible for full-cycle monitoring and evaluation of OneSky’s programs, developing appropriate methodologies and tools to design evaluations.

Job requirements:

  • Bachelor’s degree required: Master’s degree in Statistics, Demographics, Education, International Development, or other relevant subject matter is preferred;
  • Minimum of five years of experience working in the field of Monitoring, Evaluation, Accountability, and Learning;
  • Proven success in designing, implementing, and operating MEAL systems from project initiation to close out;
  • Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing MEAL and performance monitoring plans;
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies;
  • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight;
  • Ability to handle multiple tasks simultaneously in a fast-paced environment set priorities, and meet deadlines;
  • Ability to synthesize complex information and communicate it effectively to diverse audiences; ability to design and implement efficient workflows and procedures;
  • Ability to manage critical relationships with diplomacy and tact and engage a wide range of stakeholders including institutional partners, host country government officials, potential donors, and peer organizations;

Job responsibilities:

  • Develop, implement, and assess MEAL system and monitoring frameworks, as well as Key Performance Indicators (KPIs) for all OneSky partnerships and projects;
  • Develop the overall framework for project MEAL systems in collaboration with donor and project staff requests for information, including requirements, reporting, baseline, and evaluation surveys; develop and monitor project management plans to systematically document performance;
  • Collaborate with global and country teams to facilitate the design of “SMART” (specific, measurable, attainable, realistic, and timely) objectives, logic models, monitoring frameworks, and evaluation plans within varied planning processes;
  • Ensure the alignment of MEAL activities with programmatic goals;
  • Collaborate with the technology team to maintain and improve existing MEAL tools and dashboards by reviewing and flagging data quality issues, and contributing to system fixes;
  • Contribute to the development of annual work plans to identify project targets and ensure inclusion of MEAL activities;
  • Improve upon and maintain existing indicator tracking tools and dashboards; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions;
  • Ensure adherence to specific monitoring and reporting requirements for donor-funded projects;
  • Analyze data for accuracy, flag validation or quality issues, and contribute to system fixes;
  • Aggregate and analyze data from across OneSky’s platforms to contribute to management decision-making and reporting;
  • Ensure quality and timely submission of quarterly reports, as well as on-demand reports; for OneSky and other donors as required;
  • Generate timely indicator reports for tracking progress against key indicators as needed;
  • Conduct field visits for data validation and monitor the quality and completeness of data sets; coordinate data collection at project implementation sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up of best practices;
  • Provide technical leadership and support to project and partner staff in planning and implementing MEAL systems and activities, data-based program decision-making, and results reporting; provide training as needed;
  • Manage MEAL team including staff and/or consultants to ensure the fidelity of MEAL activities at implementation sites; 
  • Coordinate with consultants conducting independent impact evaluations such as Random Control Trials or research projects;
  • Support the development, design, and writing of proposals and concept notes for related programming information management and reporting;
  • Create and integrate graphics in reports and information products to help visualize data in a meaningful way;
  • Edit content and presentation of all reporting and deliverables before submittal to ensure superior quality and professionalism;
  • Coordinate responses to requests for information;
  • Contribute to developing and reporting of project reviews, assessments, surveys, and other analytic or evaluation processes and products;
  • Support recruiting, interviewing, and training new MEAL staff and/or consultants;
  • Cultivate and strengthen relationships with other OneSky teams, local partner organization, donors, private sectors partners, and national authorities;
  • Undertake any additional duties that may, from time to time, be necessary and compatible with the nature of this role.

Job Overview:

OneSky is at a pivotal moment in the development of our programs in Mongolia. This role will ensure that we effectively communicate the progress and impact of our work in Mongolia through written materials, visual assets, media and aligned with OneSky’s global branding guidelines by working with the Head of Global Communications. This position will also support the Mongolia Country Director and the Heads of Global Partnerships and Development to maintain and build relationships with partners, donors, prospective funders and other key stakeholders. This position will be the point of contact in Mongolia to gather information and data for reports, stories and other content pieces for the organization.  

Job responsibilities:

The External Relations and Communications Manager will work closely with the Global Communications Team, the Global Partnerships and Development

Teams and the Mongolia Country Director. S/he will also support these teams to engage in the following activities:

  • Develop, cultivate, and strengthen partnerships/relationships with government, businesses, current and potential funders, and other partners through site visits, virtual visits and events, as needed;
  • Effectively communicate with all external partners, including current and prospective donors, alongside the Mongolia Country Director, at all levels and enlist appropriate help when needed;
  • Ensure that strategies, programs, stories, visual assets and branding are in alignment with OneSky’s global approach and are clearly described through high quality communications materials and collateral;
  • Collaborate with the Head of Global Partnerships and Head of Global Development to grow relationships and facilitate the cultivation and stewardship of funding partners in Mongolia;
  • Work with the Finance, Program and MEAL staff across the organization to ensure accurate and consistent messaging in all information provided for partnerships and external communications;.
  • Work with assigned point people in the country and globally to gather information needed for external narrative/impact reports, donor proposals and reports, and other materials, developed for external use in Mongolia and globally;
  • Gather, develop and execute a content strategy that ensures the creation of compelling written and visual content to clearly communicate OneSky’s work and impact, capturing important events and activities that show progress and impact or our work;
  • Manage enquiries from the media and where appropriate, promote OneSky in Mongolia to local media on relevant occasions;
  • Work with the Head of Global Communications to conceptualize and write/edit copy for OneSky stories, social media posts, video scripts, donor communications and other content pieces, telling the story of our work in Mongolia and ensuring OneSky messaging and voice is consistent and shines through;
  • Execute against a content/editorial calendar, to ensure the communications team can publish timely, relevant and impactful content across all channels;
  • Undertake any additional duties that may, from time to time, be necessary and compatible with the nature of this role.

Job Requirements

  • At minimum of five years of relevant experience;
  • Bachelor’s degree (or equivalent) in a relevant discipline;
  • Proficiency in both written and spoken English and Mongolian is required. Fluency in one or more additional languages (e.g. Vietnamese, Mongolian, Chinese, etc.) is an asset;
  • Substantial experience in effectively working with the corporate sector and/or government;
  • Work experience in the INGO or social sector is an advantage;
  • Excellent interpersonal, written and verbal skills;

Lee OneSky Global Centre for Early Childhood Education is a hub for services and training for children and families at-risk of adverse outcomes, as well as a training post for programs for Early Childhood professionals and caregivers. Our OneSky training team implements the OneSky training approach, consisting of supportive in-person teaching, caring home visits, and continuous, interactive online learning to adult caregivers such as parents, grandparents, and professionals who have direct interaction with young, underserved children. Trainers share and model early childhood best practices, cultivate reflective principles among caregivers, and help nurture a community of learners working with vulnerable children in Hong Kong. OneSky started its work in China more than two decades ago and now, we are continuing the mission in Hong Kong for those families at risk and the communities in need.

Job Overview:

The trainer is responsible for leading group parenting sessions on Early Childhood Care and Education (ECCE) best practices. The Trainer will model quality child-adult interactions, and lead face-to-face and  on-line learning and engagement platforms to provide guidance and support to parents on how to promote healthy holistic child development. The trainer will also work collaboratively with the other members on the OneSky training team to plan and implement the training curriculum.

Job Responsibilities:

  • Conduct training in-person and online to teach parents and caregivers on how to build secure attachments and provide quality care and enact responsive interactions for their children.
  • Demonstrate how to set up a safe learning environment that stimulates play and exploration while also promoting all areas of development (e.g. cognitive, physical, social-emotional, and language).
  • Facilitate discussions in and out of class training and on online learning and engagement platforms.
  • Work cooperatively with the OneSky team to develop, implement, and evaluate the training to improve program quality.
  • Work under the supervision of the Program Director, MN to create a child friendly space that promotes a positive and engaging learning atmosphere for all parents and families. 
  • Create and demonstrate age-appropriate activities for young children on homemade videos for Facebook, etc.and online engagement sessions.
  • Communicate clearly and effectively with parents and caregivers about age-appropriate activities for young children.
  • Maintain positive relationships with children, parents, and staff members.
  • Participate with maintenance and operations of the Family Center.
  • Participate in all professional development experiences to expand skills and knowledge.
  • Keep up to date on current knowledge and best practices of child development and early childhood education. 
  • Attend required staff meetings. 
  • Work cooperatively with Family Coordinators to provide active engagement of children and families during Community Days.

TỔNG QUAN VỀ CÔNG VIỆC

Dự án tập huấn cho các cơ sở GDMNĐL thuộc khu công nghiệp do Tổ chức OneSky tài trợ, sẽ tổ chức tập huấn cho giáo viên và người chăm sóc trẻ kiến thức về chăm sóc và giáo dục trẻ mầm non; đồng thời chia sẻ những kinh nghiệm thực tế về chăm sóc trẻ, cách kiểm soát cảm xúc của người trông trẻ để tạo môi trường an toàn, thân thiện và khuyến khích sự phát triển toàn diện của trẻ. Chương trình tập huấn còn có thêm hợp phần đào tạo giảng viên nguồn tại địa phương và giám sát công tác tập huấn của các giảng viên này trong “Chương trình Tập huấn Cơ sở Mầm non Độc lập tại 5 tỉnh thành Bình Dương, Đồng Nai, Long An, Bắc Giang và Bắc Ninh”. Khoá học sẽ kéo dài trong 11 tháng bao gồm các buổi học tập trung ở lớp và đến tận nhà để hướng dẫn việc áp dụng kiến thức đã học vào thực tế Nhóm, lớp; Đồng thời, dự án cung cấp một số nguyên vật liệu và hướng dẫn người học làm đồ chơi cho trẻ. Khoá học sẽ giúp nâng cao kiến thức, rèn kỹ năng và giúp thay đổi hành vi của người chăm sóc trẻ nhằm nâng cao chất lượng chăm sóc và giáo dục trẻ tại các Cơ sở Giáo dục Mầm non độc lập.

Do yêu cầu mở rộng dự án năm 2023, Tổ chức OneSky có nhu cầu tuyển dụng Giảng viên chính tập huấn cho giảng  viên nguồn tại địa phương và giáo viên/ người chăm sóc trẻ tại các Cơ sở Giáo dục Mầm non độc lập (CSGDMNĐL) :

A. SỐ LƯỢNG, ĐỊA ĐIỂM LÀM VIỆC

5 Giảng viên chính làm việc tại Bình Dương, Đồng Nai, Long An, Bắc Ninh và Bắc Giang (1 giảng viên/ tỉnh). 

B. ĐIỀU KIỆN LÀM VIỆC 

  • Làm việc theo chế độ 8 giờ/ngày và 5 ngày/tuần. 
  • Áp dụng phương pháp Chăm sóc và Dạy học ứng đáp.
  • Được chuyên gia nước ngoài tập huấn định kỳ và thường xuyên
  • Thu nhập cao, chế độ đãi ngộ tốt, môi trường làm việc chuyên nghiệp. 
  • Hàng năm được nghỉ 12 ngày phép năm, 5 ngày hè và các ngày nghỉ lễ theo quy định của nhà nước. Được hưởng lương tháng 13. 
  • Được đóng BHXH từ tháng làm việc đầu tiên.
  • Được mua bảo hiểm tai nạn 24/7 
  • Nhiều cơ hội để phát triển nghề nghiệp.

C. NHIỆM VỤ CỦA GIẢNG VIÊN TẬP HUẤN

Nhiệm vụ chung:

Quản lý, giám sát các hoạt động dự án tại tỉnh phụ trách để đảm bảo các hoạt động thực hiện theo đúng mục tiêu, kế hoạch của dự án. 

Tổ chức tập huấn những phương pháp thực hành tốt nhất về Chăm sóc và Giáo dục trẻ mầm non cho các giảng viên nguồn tại địa phương để đảm bảo giảng viên nguồn có thể tập huấn lại cho giáo viên/ người chăm sóc trẻ tại các Nhóm trẻ thuộc CSGDMNĐL và gia đình.

Tổ chức tập huấn cho đội kiểm tra liên ngành để hỗ trợ giám sát chất lượng các CSMNĐL tại địa phương.   

Nhiệm vụ cụ thể:

Giảng viên chính tập huấn sẽ chịu trách nhiệm (a) đánh giá nhu cầu và (b) tập huấn những phương pháp thực hành tốt nhất về Chăm sóc và Giáo dục trẻ mầm non cho các giảng viên nguồn tại địa phương, (c) tư vấn cho giảng viên  nguồn tại địa phương thông qua việc hỗ trợ tại chỗ. Giảng viên chính tập huấn sẽ phối hợp chặt chẽ với các đồng nghiệp tại tổ chức OneSky để nâng cao nghiệp vụ chăm sóc và giáo dục trẻ dễ bị tổn thương  

  1. Làm việc như một giảng viên của OneSky để đánh giá nhu cầu của giảng viên nguồn tại địa phương và giáo viên, người chăm sóc trẻ tại nhà.
  2. Trực tiếp triển khai các khóa tập huấn về Thực hành Chăm sóc và Giáo dục trẻ mầm non cho các giảng viên nguồn tại địa phương, giáo viên và người chăm sóc trẻ thuộc các CSGDMNĐL.
  3. Đến thăm và hỗ trợ chuyên môn cho giảng viên nguồn ít nhất hai tuần một lần. Đánh giá chất lượng của việc chăm sóc trẻ trong suốt quá trình tập huấn để nhận diện nhu cầu và phát triển kế hoạch hỗ trợ cho từng học viên.
  4. Giám sát buổi tập huấn do giảng viên nguồn tại địa phương giảng dạy và giám sát việc thăm nhóm tại các CSGDMNĐL.
  5. Chuẩn bị tài liệu tập huấn cá nhân để đáp ứng một cách tốt nhất nhu cầu của giảng viên nguồn. Đánh giá việc đáp ứng chương trình đào tạo và thay đổi cho phù hợp khi cần thiết.
  6. Xây dựng và duy trì mối liên hệ mật thiết với giảng viên nguồn và học viên tại Nhóm, lớp  để có thể giúp đỡ và hướng dẫn ngay khi cần thiết.  
  7. Tác động để người học tham gia tích cực trong nhóm và trang học tập trực tuyến 1GĐL, khuyến khích khả năng trao đổi và đối thoại giữa các thành viên.
  8. Quản lý sổ sách hàng ngày và các báo cáo tập huấn.
  9. Phối hợp với Quản lý trang học tập trực tuyến để đưa tài liệu tập huấn lên trang Web và trả lời các câu hỏi của giảng viên nguồn địa phương, người chăm sóc trẻ
  10. Thường xuyên cập nhật và nâng cao kiến thức chuyên môn Giáo dục mầm non. Tham gia các khóa đào tạo hoặc hội thảo để nâng cao kiến thức và kỹ năng. 
  11. Tham gia cùng đội kiểm tra liên ngành trong các chuyến thăm nhóm, giám sát định kỳ tại các CSGDMNĐL.
  12. Phối hợp chặt chẽ với đội ngũ OneSky hoàn thành công việc khác theo yêu cầu.

D. ĐIỀU KIỆN DỰ TUYỂN

  1. Tốt nghiệp Đại học chuyên ngành Giáo dục Mầm non 
  2. Ít nhất hai năm kinh nghiệm làm việc với trẻ, có kiến thức về các phương pháp tiên tiến về chăm sóc và giáo dục trẻ Mầm non.
  3. Kỹ năng giao tiếp tốt
  4. Kinh nghiệm đào tạo hoặc quản lý người lớn, ưu tiên cho GVMN đã từng làm Hiệu trưởng hoặc Phó Hiệu trưởng phụ trách chuyên môn. 
  5. Kỹ năng hợp tác, phối hợp với đồng nghiệp
  6. Mong muốn và sẵn sàng phát triển kiến thức chuyên môn
  7. Sẵn sàng làm việc ngoài giờ, tập huấn vào ban đêm hoặc ngày nghỉ và đi thăm các nhóm lớp hàng ngày bằng xe máy.

  • Recruit and review participant eligibility, including assessment of financial and family status
  • Handle administrative tasks of the program, including controlling program expenditure, writing activity reports, and evaluating program effectiveness

Functional Supervisor: Global Head of MEAL

Job Overview:

The HK MEAL Coordinator (Program Analyst) will support monitoring, evaluation, accountability, and learning within OneSky’s growing programs in Hong Kong with the goal of increasing program effectiveness through data collection, management, reporting, and usage. This position will help coordinate a variety of activities related to impact research and data measurement by working collaboratively with OneSky Teams including Programs, Operations, and Development.

Job responsibilities:

  • Work closely with the Executive Director, HK, Global Head of MEAL and other OneSky team members in designing and implementing evaluations and surveys that assess specific initiatives to capture outputs that support program design and provide insight into impacts;
  • Provide research and support in analyzing MEAL results, coordinate data collection, analysis, and data cleaning, draft reports for both internal and external stakeholders, facilitate evaluation/ research done by others, for example external evaluators and student researchers;
  •   Facilitate training and support on the use of data collection and data dashboard applications;
  •   Facilitate meetings, write and share meeting minutes with all relevant parties;
  • Undertake any additional duties that may, from time to time, be necessary and compatible with the nature of this role.

Job requirements:

  • Bachelor’s degree in Education, Psychology, Public Health, Early Childhood Development, Data Sciences, Social Sciences, International Development or other relevant subject matter is preferred;
  • Minimum 2 years of work experience, preferably in data monitoring and evaluation, teaching, educational training, or administration;
  • Commits to programs addressing the needs/rights of young children and their families, knowledge about child safeguarding and ethical research practices;
  • Proven ability to work well independently and as cooperatively as a member of a team, strong interpersonal skills and the ability to build positive working relationships;
  • Prior experience in the field of education, child development, health, psychology, social services, public services, philanthropic or not-for-profit organizations (preferred);
  • Deep understanding of survey design and analysis with excellent computer skills, familiar with commonly used industry software;
  • Solid experience in dealing with data in the context of academic or market research, in excel, databases, data management, deliver training and technical support on the use of data applications;
  • Fluency in English and Cantonese (Mandarin proficiency is an advantage).

Job Overview:

As a member of the Global Operations Team, the Global Risk & Compliance Manager (“GRCM”) is responsible for facilitating and coordinating risk, internal control, compliance, and internal audit in OneSky’s regional offices under the direction of the Chief Administrative Officer with additional guidance provided by the Chief Financial Officer.  This role is a critical line of control for the organization and will be responsible for developing and implementing risk and compliance plans, tracking and ensuring continuous compliance with industry standards, ethical standards, and government regulatory/partnership requirements. In addition, this role will provide functional coaching/guidance to staff members and drive a culture of compliance across OneSky’s global operations:

  • to protect OneSky’s reputations by ensuring staff follow ethical standard practices
  • to maintain trust with all stakeholders
  • to minimize the risk of financial losses due to non-compliance or failure to follow regulations
  • to ensure compliance with industry standards and government regulatory requirements
  • to ensure the ability to detect and respond quickly to compliance issues
  • to create an effective way to monitor laws, regulations, and other standards of conduct change and
  • to support the compliance for all programs offered in different regions. 

Job Responsibilities:

  • Develop, implement, monitor, and evaluate the OneSky Risk and Compliance Strategic plan
  • Work with department heads, management, staff, and vendors/volunteers to develop and review OneSky’s policies (e.g. child safeguarding, anti-human trafficking, data protection, etc.), processes, and standard operating procedures to ensure organizational and regulatory compliance
  • Perform compliance testing to ensure legal, safety, and security adherence
  • Prepare and conduct training for staff on internal controls, risk management, policies and procedures (e.g. consent forms), laws and regulations based on current trends and standards
  • Work with all department heads to identify departmental Key Risk Indicators (e.g. Risk Owners)
  • Track the implementation status of agreed donor and statutory audit recommendations with management, department heads, and staff
  • Refine, maintain, and implement a global risk register
  • Ensure sufficient controls are set up in all departments to avoid any gaps, breaches, or possible fraud
  • Set up and maintain a regulatory control working group to ensure compliance with all regulatory acts and guidelines
  • Carry out scheduled, as well as impromptu, compliance audits and spot checks as and when deemed necessary
  • Prepare reports to management on the Risk and Compliance Environment
  • Assist in program design, partnership launches (e.g. MOUs), proposal development (especially the Risk Management sections), and vendor selection (e.g. service compliance testing)
  • Provide support in developing program plans, budgets, schedules, and reports
  • Lead/coordinator of fraud and multi-faceted investigations, and track audit/progress of risk actions and investigation findings

Preferred Qualifications:

  • Bachelor’s Degree in Business Administration, Accounting, Finance, Law, Risk Management, or relevant subjects
  • Professional certifications in auditing, governance, risk, compliance or related field

Preferred Experience and Skills:

  • At least five years’ experience in internal/ external audit practice, compliance, finance, or risk management in a reputable INGO, commercial organization, or institution
  • Relevant experience in developing and implementing policies, procedures, processes, contracts, and training/coaching at all levels
  • Experience in conducting research, data analysis, and preparing documents for review and decision-making
  • Experience in creating, maintaining, and operationalizing a Global Risk Register
  • Strong working knowledge of risk & control frameworks, industry standards and best practices, and related government laws and regulations
  • Ability to build and maintain trust and effective relationships with colleagues, external partners, and stakeholders
  • Strong verbal communication, report writing, and presentation skills including facilitation and cross-cultural communication
